The ‘Skills Drain’ of Health Professionals from the Developing World – a Framework for Policy Formulation

This is the second of Medact’s two papers on the ‘skills drain’ of health professionals from the developing world, which examine the economic, governance and human rights issues that surround this controversial issue. They propose restitution as a solution and undertake a comprehensive human rights check.

This second report proposes a new framework for policy formulation in response to health worker migration and the consequent ‘skills drain’ from richer to poorer countries. Written by Kwadwo Mensah, Maureen Mackintosh and Leroi Henry, it advocates a response which does not limit health workers’ ability and right to migrate but which does place obligations on rich country governments to help poor countries sustain effective health care.
